Hi:
Windows XP SP2 ACU randomly alters my system-tray icon
customizations after nearly every Windows session.
This issue necessitates returning to the Customize Notifications
dialog box frequently after reboots to restore "Always show" and
"Always hide" settings.
Can anybody explain to me how to make these settings permanent?

Have you tried?
Right Click on Taskbar. Select Properties. First tab "Taskbar" at the
bottom,uncheck "Hide Inactive icons" then "Apply".
