If your using Zone Alarm ( or possibly another firewall) check the settings
.... you can also try reregistering the following files
Verify that the Microsoft Cryptographic Services Service Is Started
To verify that the Cryptographic Services service is started (and to start
it if it is not):
1. Click Start, and then click Run.
2. In the Open box, type cmd, and then click OK.
3. At the command prompt, type net start cryptsvc, and then press ENTER.
4. Type exit to quit Command Prompt.
Register .Dll Files
Re-register the following .dll files:
Softpub.dll
Wintrust.dll
Initpki.dll
Dssenh.dll
Rsaenh.dll
Gpkcsp.dll
Sccbase.dll
Slbcsp.dll
Cryptdlg.dll
To do so:
1. Click Start, and then click Run.
2. In the Open box, type cmd, and then click OK.
3. At the command prompt, type the following lines and press ENTER after
each line:
regsvr32 softpub.dll
regsvr32 wintrust.dll
regsvr32 initpki.dll
regsvr32 dssenh.dll
regsvr32 rsaenh.dll
regsvr32 gpkcsp.dll
regsvr32 sccbase.dll
regsvr32 slbcsp.dll
regsvr32 cryptdlg.dll
4. Click OK when you receive the message that DllRegisterServer in FileName
succeeded.
5. Type exit to quit Command Prompt.

Greetings Mike,
Sounds like it. To stop this, open up the main Messenger window, click the Tools menu, then
Options, then Accounts tab and uncheck the Exchange option.
If you don't see it, you'll need to describe what Messenger version you're using (as this has
moved around a little and even then, only exists in certain versions of Windows Messenger).

I am encountering a very similar problem lately even without starting Windows
Messenger and have been trying to get rid of the continous alert messages
popping up all over the desktop stopping current activity. Is there any
solution to the problem. Will someone who has resolved this successfully,
kindly let me know how i should proceed step by step to stop this annoying
problem? In the first place I do not know how this started suddenly. To stop
this I have also downloaded from Microsoft website Windows Live Messenger in
addition to the existing Windows Messenger program. Can the problem go if I
delete the 'Messenger' folder from C: drive in Program Files? I am seeking
help desparately. Thanks.

Sigh -- and now it is broken again. I've done nothing! But for 5 days or
so I've been unable to log in -- Windows Messenger 4.7 crashes when I try.

I have probs making PC TO PC Calls. I get this message " Your computer does
not have a sound card, or a sound card is not selected." Yet control panel...
reveals soudn card is okay. Pls instruct what else to check for.

I have experienced this exact same issue as described below and am pulling my
hair out trying to locate the solution. I split time between working at home
and in the office. The odd part is that when in the office on the local LAN,
the issue goes away.
