Continuous prompting to install update KB928366

Windows Update history shows I have installed KB928366 more than 100 times.
It continues to be prompted via both the website and the systray icon. I
previously found this link
(http://support.microsoft.com/Default.aspx?kbid=910339) somewhere else in
this newsgroup (can't find that series of posts now).

1. Per that page, I did Start > Run > "%Windir%\KB928366.log" and got the
file not found error.

2. I have downloaded and saved the KB928366 file to my desktop.
(file name: "NDP1.1sp1-KB928366-X86")
When I run it (in either Safe Mode or not), the hard drive whirs some, then
stops. Nothing else happens.

Is there anything else I can try?
