Is there anywhere I can get a free codec to play dvds? I have tried several
codec packs but none have worked.

You need a decoder installed, usually they are preinstalled
such as PowerDVD or WinDVD.
But you can download decoders
For DVD's you need to install a decoder.
This is Microsofts checkup tool to determone if a decoder is
installed/corrupt/incompatible etc:

The decoder on the page you linked to costs $14.95. I did not see a free one
there.

On my system (XP Home SP2), the Real player can play dvds. However, this
has not been always so, but only since I have upgraded from Windows
Media Player 10 to 11.

Windows Media Player 11 itself hangs when I try to play a dvd.

_Conclusion:_ Windows Media Player 11 itself has a bug, but it brings
into the system a Codec with which the Real Player can play dvds.
