What is The language bar (different to Language bar)

I know what Language bar is, but what is The language bar, which apparently
is something completely different?

When I check the toolbars I can activate (right click the taskbar and choose
Toolbars), Language bar is always listed and enabled (which is OK), but
sometimes I see another toolbar called The language bar, immediatel under
Quick Launch, and it is also enabled. But I disable The language bar, it
disappears from the list of toolbars and I can't get it back, except that
some time in the future, it comes back all by itself.

I haven't been able to find out anything about The language bar, as all the
internet search results are for Language bar.
