The title speaks for it's self. the cpu runs 100% caused by ccApp.exe. Norton
and Microsoft can't help me for free with this problem. Does someone have a
clue how this problem can be solved.
The computer runs in Windows XP Home and has a AMD Sempron 2800 cpu.

Uninstall Norton and replace with a better antivirus. Recommended:
NOD32, Kaspersky, Avast (free). The built-in Windows Firewall is
adequate for most people.

Try running LiveUpdate or reinstalling NIS or NAV whichever it is. As Malke
suggested you may just have to uninstall Norton and install another AV
solution.
