I have a user who I am trying to redirect his My Documents folder to one of
our Network resources.

However, even as a local administrator on his machine, he still does not
have the ability to define the target for this redirection nor does he have
the option to 'Find Target' for this redirection..... possible registry
setting that needs to be reset??

Have you tried Properties; Move? You can't just copy
that folder; it's a system file. Not sure it'll live
on a server drive.
Why would you want My Documents on a server?

Look for;
[HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Policies\Explorer]
Backup the key and delete the DisablePersonalDirChange value.
