I also have the same problem. Dell sent me a replacement sound card. No
difference. I upgraded to Vista Ultimate, no difference. This is extremely
annoying & frustrating. I am about to format the harddrive and reinstall.
Any help would be great.

I have also had this problem for the last couple of months as has my nephew.
On my machine it gets very bad while i'm initially logging on to the
internet. We have tried new speakers and soundcards to no effect. I have no
conflicts on the hardware side of things and am starting to suspect drivers
but as yet have not come up with an answer.
By the way, my nephew and i are running Vista.
Any comments please?

It does not necessarily mean your soundcard is going bad. Have you tried
what Plec mentioned of changing your soundcard to another PCI slot on the
Motherboard? Another item to check is DUST, you may have accumulated
dust which is causing the static/crackling noise. You can buy compressed air
at Circuit City or Best Buy to blow out your system.

i ran the sound troubleshooter and it was unable to help. it asked me to
check for hardware conflicts and to make sure the driver i was using was
"signed".

i suppose it must be the sound card somehow, but is crackling a common
symptom for a sound card going bad? it's not like the audio itself is
distorting or cutting out, it just has this popping and crackling over it.
and the crackling itself is inconsistent, some days it sounds worse than
other days.

One possibility may be your soundcard and needs to be replaced.
Try the below troubleshooter first before doing anything drastic.
