I am running Windows XP 2000 on a Dell PC. The software came pre-installed.

I did some cleanup and apparently deleted something having to do with
startup and the control panel/setup files for Window XP 2000.

I get several errors upon bootup that files or portions of files are not
found.

When I go to Control Panel, then System, to check the version of XP that is
running it says "Access to the specified device, path, or file is denied.

When I try to reinstall or upgrade my version to the most current Service
Pack, from the Microsoft website, or my recovery disk, both are unable to
confirm that I have Windows XP 2000 running.

There is no such thing as Windows XP 2000, there is Windows XP, and Windows
2000, confirm which one you have.
You may need to perform a repair install to fix the damage you did.

Well, I am obviously no Windows expert, but the screen at startup says :
"Windows XP Professional 2000"

Having not received a Windows XP (or 2000) disk with my PC how would I
perform a repair install?
Will the repair install eliminate any other files other than the operating
system?

Which screen at startup? If you don't have installation media, you can't
perform a repair install, contact Dell to get a new set or visit a local
computer repair shop and have them do the work.
A repair install will do an install over what's already there, replacing any
missing files, it will not erase and data files or programs. you will need
to re apply all Windows updates afterwards.
