Cannot continue numbering - outline headings

I set up fresh styles according to this tutorial:

I am using Word 2003. When I go to assign my Level 1 heading to
another paragraph, it is still using the number 1 prefix, when it
should be 2, 3, etc. throughout the document. The continue numbering
command does not work. I've reviewed the instructions above,
thoroughly, and the example on that page shows the correct numeric
sequence for subsequent Level 1 headings.

Any thoughts on what else I should be doing?

The problem may be that the 1 was typed into the "Number format" box as text
instead of being inserted using the "Number style" selector.
