Basic Functions not working

I am trying to get a friends computer back up again.

Basic things are not working such as: 1) the search command 2) Help and
Support 3) links on web pages for support 4) Window updates (goes to a blank
page)

It appears that many services should be running are not.

All the suggestions I have recieved do not work because those services are
not running to begin with.

I would like to try a system restore, but I can't get to that screen either.

Any ideas? Thanks in advance.

That link is nice, but I can not do most of the things it says for example:

1) I can not open inidividual event viewer items to read them

2) Going to windows update just gives me a blank screen

3) Most of the services it says to make sure are running are not and i am
unable to start them.
