I can't remember the Run command
wherein I can specify that even though
a user has a password a password is
not required at boot time.

Something like:
Control userpassword2 ??????????

Ah yes, I just forgot the plural "s" on userpasswords2

Start -> Run -> control userpasswords2

is also a valid entry.

it should be control userpasswords2
