With xp its a snap,create a password on youre user account,create a new
user account with or w/o administrative privilages...

If you are using XP Pro, you can disable changing of desktop wallpaper and
screensaver in the Group Policy Editor. To start the Group Policy Editor,
click start > run > gpedit.msc and press ok. Based on my experience, I think
the wallpaper and screensaver can be changed in a limited user account.
