Urgent! Messenger couldn't receive any instant messages

WinXP SP2 with COE 3.2a installed (Common Office Environment)
Window Messenger 5.1

User used to send & receive instant messages.
But recently User can only send out instant messages but couldn't receive
any at all.

Failed Solutions:
1. Reinstalled Window Messenger.
2. Disabled all Firewall including 3rd parties.
non of it fix the problem.

hope there's anyone could help me with this issue. Much appreciate...
