List step 1 gets "continue" number when new list added

My subject line tried to say it: I make a numbered list, let's say Directions
to My House, and reset the number of the first step so that it's 1. Then I
add a list somewhere before that list, Directions to Tom's House, which has
three steps. Now step 1 of My House is renumbered to 4. Since I had manually
set that step at 1, why does it lose that setting? Any solution?

If this is numbering applied with a paragraph style, the default is to
continue the numbering. You can use a LISTNUM field to force a restart (see
http://word.mvps.org/faqs/numbering/listrestartbylistnum.htm).
